one school feeling the affects of sandy. pendleton county on a two-hour delay. >> 44 degrees out there. cold start to the day. we're hoping the rain has moved out and we can have calm back in the washington, d.c. area. >> sandy is still affecting us. we may get blustery winds. we don't have sprinkle activity like yesterday. as we go back in time, look at what's happening the last 12 hours, you can see this great circulation in the atmosphere from canada all the way down to the carolinas and northwesterly flow swinging around the center of circulation and the remnants of sandy moving slowly to the north and weakening. we're getting a few isolated sprinkles out in southwestern pennsylvania. one little batch of slight snow in garrett county, got hammered with a couple of feet of the heavy, wet snow. thousands without power in western maryland and parts of

inner loop, are you clear as you make your way from i-270 to i-95. outer loop, new hampshire, that work zone gone, all lanes open. back to you. we're back in ten minutes with talk on rails. amtrak getting back up to speed between d.c. and new york city. amtrak's president hopes it will be able to resume service between new york and boston later today as well. rail system in talks to borrow trains from canada to provide more service to hard-hit parts of new jersey and new york. in dominion, virginia, they have restored power to all those who lost electricity during sandy. but pg & e is still working to get the lights back on. 400 customers still without power right now. dominion power virginia will help with sandy relief efforts elsewhere. 1,500 workers sent to new jersey to help get power back on for

hundreds of thousands still in the dark. meagan mcgrath live at national harbor, where crews are prepping for their big mission. meagan, good morning. >> we're here in the parking lot of the gaylord hotel. the staging area here. you can see the power trucks behind me here. they are sending 1,500 crews to new jersey to help out with the power situation there. some are leaving today. right now, inside the hotel catching some sleep before they begin this journey. some other employees, other trucks, heading out tomorrow and over the course of the weekend. when it's all said and done, about 1,500 crews will be heading to new jersey. going to the blue claw stadium in lakewood, new jersey. that's where they will get marching orders from local authorities, dispatched to places that most need help and working a minimum of 12-hour shifts helping people get back online, helping them get power back.

as i mentioned, right now, getting a few extra winks before they head out. they will be working long hours. later on, a breakfast to get food they head out. we're expecting them to leave here from this between 7:30 and 8:00 this morning. they are bringing with them all kinds of equipment, the bucket trucks, augers, those trucks that dig the holes so they can put in power poles, replace power poles that have been snapped. all kinds of specialized equipment they believe will help them in this situation, and they are looking forward to working some very, very long hours. reporting live from national harbor, meagan mcgrath, news 4, aaron, back to up. >> thank you, meagan. crews sent to new jersey today, leaving from forestville in afternoon. much anticipated october jobs report comes out. the final jobs report before tuesday's election. the bureau of labor statistics considered there aing the

release. the economy added about 114,000 jobs. the unemployment rate fell from 8.1% to 7.8%. ohio, once again the focus of both candidates today. president obama will begin the day in hilliard and also campaign in springfield and lima before returning to the white house. the president will visit northern virginia tomorrow and hold a rally at jiffy lube along with former president bill clinton and singer dave matthews. and mitt romney will deliver his closing arguments for why voters should elect him. he'll hold rallies in columbus and cincinnati. no republican has ever lost in ohio and gone on to win the election. in madryland, polling centes open from 8:00 until morning until 9:00 tonight. early voting was supposed to end yesterday, but it was extended

one of the nationals best players of the season is now a free agent. first baseman adam laroche declined a $10 million option order by the nets. he won his first gold glove earlier this week is looking for a multiyear deal and wants to stay in d.c. sean burnett, also a free agent. burnett also says he wants to stay with the nets. >> we want them to stay. a new starting tight end, aaron paulsen will live up with carolina. and chris cooley is working his way back into the game. after being resigned a couple of weeks ago, paulson, eight catches in the past few games. d.c. gearing up for a different kind of storm, a snowstorm. snow plows out for a try run. hitting the streets on a dry run gives crews a handle on what to

new york's subway system a day closer to reopening. the mta released this video. but now there is the problem of dirt and debris left behind. subways running on limited service for the second day in new york city. subway trains that are running have been packed, and even though there is one more open today, an open line today, expected to be another hectic morning in new york. brynn gingras has more from queensboro, new york. >> good morning, it may be friday. but most people haven't been to work all week here in new york. some people will try to make the trek as there is limited subway service available. now, let me emphasize, limited. here in queens, commuters can take the 7 train, starting at flushing all the way down and

end up here, so the roosevelt/jackson heights subway station, where they can transfer to the "f ow" train, the only l available, cleared from the water and that will take commuters into midtown manhattan. the other option? the buses. all of the people standing in line this morning will be facing some very packed buses as we've seen all week, as that has been the only option for commuters. good news with one subway line open, but expect jam-packed commuting if you decide to come into work this friday morning. another thing we want to mention, governor cuomo did ask new yorkers to stagger their commutes to avoid these delays. leave earlier in the morning or just leave a little later, but whatever you do it will definitely be an interesting commute and very, very busy one. i'm brynn gingras in queens, back to up. this weekend, the new york city marathon will go on despite

problems caused by sandy, new york road runners, the group that puts on the marathon, announced the race will also be a fund-raiser to help those affected by the storm. the group is already planning to donate $1 million and are asking those running the race to donate as well. there was some controversy, as some felt the race should be postponed because of sandy. >> this city is on the road to recovery, to show its resilience, to show the world that this is the greatest city in the world, and this race goes on. >> nearly 47,000 runners participated in last year's marathon. the organization says they are expecting up to 20% fewer runners in this race because of the aftermath of sandy. new jersey, not letting sandy impact election day. the state is going to use military trucks in polling places in areas hardest hit by the storm. they will park outside normal polling places and they will use

paper ballots. we should learn today how many of the state's 3,000 polling places are without electricity. the state is extending the deadline for polling places. some are criticizing new york city for focusing on wealthier community. the death toll, risen to 19 in staten island, more than half of the total death toll for the city. many people have no homes to return to, and flooding is a major issue. local lawmakers say they feel forgotten. >> we want everyone to know we are hurting down here, and we need help immediately. >> american red cross, nowhere to be found. so all of the american red cross, all of these people making these big salaries, should be out there on the front line, and i am disappointed. >> the nypd and fema say they are trying to help as many community as possible.

homeland security secretary janet napolitano and fema's deputy ahead men straighter will visit staten island today. some utility crews being turned away. crews from alabama headed to help get the power back on in sandy-ravaged jersey shore. these are pictures of the crews. they can't do any work there since they are not union employees. adding to the frustration, they even got a call asking for help in seaside heights, new jersey. workers are now headed to new york to help with recovery efforts there. massive flooding in new england towns raising concerns as well. bridgeport, connecticut, basements of hundreds of homes were flooded. now all that soming wet belongings, all of those belongings that can't be salvaged are lining the streets and some residents say musty garbage and sewage brought to the surface by flooding is making them sick. first responders to our area will head to parts of west virginia that got pounded with snow during the storm earlier

this week. six vehicles from the capital region of the american red cross headed to the mountainous terrain of west virginia, where people have seen as much as three feet of snow already. snow has caused power outages and stranded people in their homes, but causing flooding concerns as the snow slowly begins to melt. a bunch of problems for those folks in the mountains in west virginia. >> no huge concerns of that sort for most of our area. 5:21. time for weather and traffic on the ones. >> we still have cleanup. dry weather for that today. blustery winds. branches hanging on that may be sort of partially broken may come down today, winds get gusty. lighter wind. overnight sprinkles, long gone. a few clouds coming through now. farther west, a few persistent sprinkles and a few snowflakes in southwestern pennsylvania. this is all associated with sandy, spinning up over eastern

5:35. hundreds of people both real and puppet are expected to gather tomorrow for the million puppet march here in washington. that's right. march is to show support for funding for public broadcasting. the organizer of the march says he was inspired after hearing mitt romney saying he wants to get rid of funding for groups, including pbs. it starts at 11:00 and goes to the reflecting pool, where there would be a rally. no word if elmo or grover or kermit will show up. prince georges county lawmakers will replace a suspended maryland delegate. she won't be able to re-join the general assembly. charged with using campaign money to fund part of her wedding. she was completing community service, but a lawyer for the general assembly says she is permanently removed from office. it is now 5:36. now to a news 4 exclusive. we're hearing from the woman brutally attacked inside her northeast washington apartment.

this is who police are looking for. he forced his way into a rhode island row apartment. she was sexually assaulted and the man tried to kill her. she screamed at the top of her lungs and fought back. >> he started stabbing me, and kicking my face in, and i was just fighting as best i could. and i don't remember that much following that. but i know he was stabbing me everywhere. >> surveillance cameras caught clear images of the suspect. take a good luck. if you recognize this man, call police. two more suspects your honor arrest for a possible connection to several violent attacks in the eastern market area. police say the two men are linked to several violent robberies over the last few months, one of the attacks in august left a young father,

14 before the hour. a district heights police officer charged with attempted murder for allegedly shooting a suspected that was handcuffed behind the back. he is accused of shooting 26-year-old calvin kyle that he pulled over for riding a stolen

motorcycle. after he handcuffed and put him in back of the car. kyle tried to run, and riley shot him. kyle is paralyzed from the waist down. riley will be in a courtroom today for a bond hearing. man accused of throwing pim bombs in a home in northern virginia is in custody in morning. and laurence stewart ii was arrested yesterday. he threw bombs in stafford county and fredericksburg on tuesday. police believe he was targeting his ex-girlfriend and two law enforcement officer who's arrested him in the past. >> this is professionally -- i will tell you that this detective involved and this deputy extremely professional, but very concerned for their families this news of his capture, most certainly brought a great deal of relief to them. >> stewart could face charges in montana as well. if so, he may not be extradited

for weeks or months. >> a federal audit shows major ethical projects shows two problems with our major airports. employees accused of accepting lavish gifts like super bowl tickets and awarding those contractors big contracts. the ceo takes the audit very seriously and says the group is cracking down on problems. a new study shows bus operators fell asleep at the wheel 68 times, drive cams capture them nodding off. a bus hits something or makes a sudden stop. half of the drives caught sleeping are working swing shifts, working morning shift, taking a break and going back to work at night. driver who's fell asleep on the job are required to undergo medical tests before returning to work. crews will be hard at work making repairs. workers installing fiber optic

cables and making other repairs. starting at 10:00 tonight, rosalynn and arlington subway stations will be shout down. on the red line, there will be single tracking between twin brook and fwrovner as well as between forest glenn and tacoma. everything back to normal by monday morning. the lights could be back on in manhattan as early as tomorrow. con edison says electricity should be fully restored to a quarter million homes and businesses still in the dark after hurricane sandy by tomorrow. many of those outages, in lower manhattan with the worst of the flooding by some accounts. mayor michael bloomberg says meals and bottled water will be dribted to those hardest hit. the subway commute not expected to be an easy one in new york city. many on limited service due to

damage in lower manhattan. many were jammed, leading many to call for more trains and buses. getting around new york by car is no easier. frustrations mounting as lines to get gas stretch back several blocks or even miles. thousands have had to wait in lines for hours to fill up their gas tanks. many stations closed due to lost power or property damage. the few stations that are open are backed up and even rationing gas as people run out of gas, they are running out of patience. >> this guy just cut me, i left a little space, and i'm running out of gas. i don't known i will make it. >> what we been here? 2 1/2 hours? >> yeah. >> 2 1/2 hours. >> five oil refineries shut down or forced to work at limited capacity. three of them up and running. another expected to reopen soon. frustration rising on the jersey shore, where many residents unable to get back into their homes.

danielle leigh with more on the struggles of cleanup there. >> good morning, aaron. the once world famous atlantic city boardwalk, dismantled and empty. long road of the recovery now under way. disaster centers for people getting aid. more than 30,000 people have already applied for help. and up and done the shore, people removing debris, trying to get the power back on. in some areas of new jersey, entire gas systems need to be rebuilt. hundreds not able to get back into their homes to see if they are standing and growing impatient, wishing the recovery could happen sooner. frustrations amplified by newcomb i hnew complications and this could be a long road to recovery, one in which they won't get a lot of
